Recently there have been discussions by the Lancaster County Commissioners regarding changes to the Lancaster County Human Relations Commission (LCHRC), the local commission responsible for investigating discrimination complaints and enforcing anti-discrimination laws. Stephen A. Glassman, Chairperson of The Pennsylvania Human Relations Commission (PHRC), will discuss the role and purpose of the LCHRC both in Lancaster County and in relation to the role and purpose of the PHRC. Mr. Glassman will also discuss pending and current legislation that expands anti-discrimination protection to gay and lesbian persons including bills pending in the Pennsylvania legislature and legislation passed by numerous Pennsylvania municipalities. Amy G. Macinanti and Denise E. Elliott, both of Kegel Kelin Almy & Grimm, L.L.P., will discuss the legal relationship between the LCHRC and the PHRC, the legal issues raised by the proposed changes to or dissolution of the LCHRC, and the implications for your business. Stephen A. Glassman, AIA, has practiced architecture throughout the U.S. as principal of his own firm, Art and Architectural Design, for over 25 years. He graduated with highest honors from Brown and Yale Universities with advanced degrees in architecture and art history, and is a 2005 graduate of Harvard University’s JFK School of Government program for Senior Executives in State and Local Government.
In May 2002, Glassman was appointed by Governor Mark Schweiker to the Pennsylvania Human Relations Commission and was unanimously confirmed by the PA Senate in June 2002. He is the first openly gay individual to receive a gubernatorial appointment
subject to Senate confirmation to a Pennsylvania board or commission. In June 2003, Governor Edward Rendell appointed Glassman as chairperson of the Pennsylvania Human Relations Commission, making him the first openly gay person in the country to chair a state gubernatorial commission subject to Senate confirmation and the highest ranking openly gay appointed official in Pennsylvania.
Glassman was appointed by Governor Rendell in 2006 as vice chairperson of the Governor’s Cabinet and Advisory Committee for People with Disabilities. He currently lives in Reading and Philadelphia, and is a tireless advocate for the civil rights of ethnic and racial minorities, women, religious groups, older workers and people with disabilities, as well as the expansion of current civil rights laws to include sexual orientation and gender identity.

Amy is a member of the firm's Labor and Employment Law Group. Amy practices both traditional labor law and employment litigation. She represents private and public employers before state and federal courts, arbitrators and administrative agencies, including the Equal Employment Opportunity Commission, National Labor Relations Board and the Pennsylvania Labor Relations Board. Amy also counsels employers on labor and employment issues in mergers and acquisitions, ADA, FMLA, and compliance with wage and hour laws. Amy is a former co-chair of the Labor and Employment Law
